A fragmented summit, the official one and another demanding by nature, the popular one, reflected in Peru the counter perceptions of the continent's reality, marked by resistance to the increasing U.S. hostility and the upturn of the right.
At the 8th Summit of the Americas, whose heads of State and Government segment was held on April 13 and 14, Venezuela became the only absent country and, paradoxically, the most evoked in almost all speeches that, excluding honorable exceptions, played to the tune of the United States and, thus, of the Secretary General of the Organization of American States (OAS), Luis Almagro.

However, the revolution started by Hugo Chavez made itself heard with severity through Bolivian president, Evo Morales; and the Cuban Foreign Minister, Bruno Rodriguez.

For Martin Bazurco, director general of Multilateral Relations at the Bolivian foreign ministry, the 8th Summit from the beginning tried to fragment the continent with the 'disinvitation' of Venezuela.
'How can one speak of tolerance and dialogue when this summit started by excluding one, fragmenting our America, excluding sister Bolivarian Republic of Venezuela, silencing it', he asked and considered it impossible to 'dialogue democratically if from the start it is decided that one or another is not a good idea to have it present'.
The summit centered on democratic Governability versus corruption, adopted the so-called Lima Commitment with a series of measures to face and revert that scourge, and rerceived the recommendations of youths, the civil society, indigenous and businesspeople.
Rodriguez, who staged a harsh riff with U.S. Vicepresident Michael Pence, put another discordant key when denouncing before the presidents that 'the fight against corruption is used as a political weapon and prosecutors and judges act as political parties'.
'Voters are prevented from electing candidates with a strong popular support, as is the case of 'president political prisoner Luiz Inacio Lula da Silva, whose freedom we demand', he said and added that 'corruption prevailing among top officials, members of parliament and conservative politicians is hidden'.
The Cuban Foreign Minister demanded from Washington -
to lift the economic blockade imposed on his country and warned that the revolution 'will not accept threats nor blackmail from the U.S. government'. Although it does not wish a confrontation, 'it will not negotiate anything of its domestic affairs nor will it flinch a milimeter in its principles'.
But the Summit of the Peoples, as Bazurco said, was much more relevant as an alternative forum that under the slogan 'For the unity of the peoples of Our America' became a space of genuine dialogue among peoples, that is the true civil society, where there were trade unions, women organizations, indigenous and workers.
This agrees with the vision of President Morales' government, who firmly believes in what he calls peoples' democracy 'in the possibility that integration is not built only between governments and leaders, but from down under, among peoples, through fraternal meetings and reencounters', he said.
Solidarity with Bolivia in its demand to Chile of a sovereign outlet to the sea, the claims for liberty of Lula da Silva, independence for Puerto Rico, restitution to Argentina of the Falkland (Malvinas) Islands, as well as the defense of the indigenous cosmovisiion and the rights of originary peoples, negroes and other social minorities, were repeated requirements.
In the middle of an auditorium mostly submitted to the North in the presidential venue, representatives of Cuba and Bolivia rejected U.S. ruses to revitalize the Monroe Doctrine (1823) and they were the only ones who showed the same dignity shared with thousands of voices at the University of San Marcos, at the closing of the Summit of the Peoples.
